How to track RFP submission to contract award for TikTok Ads

A procurement cycle runs six to eighteen months, involves a committee, and ends in a contract worth more than a year of most companies' other pipeline. Every default attribution window on every ad platform expires long before the award. On TikTok Ads the specifics that matter are the click identifier (ttclid), the import mechanism (the Events API), and deduplication uses a shared event ID between the pixel and the Events API, the same principle as Meta. The chain only works end to end if the identifier is captured on landing and stored on the awarded contract in your CRM — no cookie survives the gap between ad click and award.

The problem

Where this funnel usually breaks

TikTok · RFP → award-specific issues
Leak #01

The attribution window expiring first

Ninety days is the generous end of platform windows. An eighteen-month procurement cycle means the platform has forgotten the click entirely by the time the contract is signed.

Leak #02

Downloads optimized because awards are too rare

Understandable and wrong. A handful of awards a year cannot train a bidding algorithm, but reporting on downloads instead means reporting on a number with no relationship to revenue.

Leak #03

Committee members counted as separate leads

Four people from one organization researching the same tender is one opportunity and four conversions if nobody deduplicates by account.

Specific to TikTok × RFP → award

TikTok and public-sector RFPs: barred on many agency devices

Capture ttclid on landing and store it on the account in your CRM, but expect almost no public-sector award to trace back to it. TikTok is barred on US federal and many state government devices, so procurement staff see ads only on personal phones. Send capability enquiries through the Events API and keep award reporting in the CRM.

For government procurement, TikTok has a specific problem: the app is banned from federal government devices and from state devices in many states, so the official who later handles your tender cannot be reached on the machine where the tender is handled. Any exposure happens on a personal phone, and the capability enquiry, if it comes, arrives from a work account on a different device. The ttclid and the enquiry almost never meet.

For private-sector procurement the barrier is less formal but similar. Committees buying facilities management, engineering or enterprise services are reached through search and professional networks, and TikTok's strength is reach among consumers. A small awareness budget is defensible; an Events API build aimed at awards is not.

If TikTok stays on the plan, send only the capability enquiry from your own site with ttclid where present, add ttclid to the capture list explicitly since procurement sites are usually built around Google and LinkedIn, and report account-level engagement rather than raw leads, because a committee clicking from personal phones shows up as scattered, unconnected contacts.

Architecture

The exact event sequence

Five stages. Nothing breaks mechanically. The funnel simply outlives every attribution window, and the only fix is to store the identifier in your own system and send the conversion when it finally happens. The identifier has to survive all of them.

  1. Step 1

    Ad click

Often by a researcher on the committee rather than the decision maker.

  2. Step 2

    Capability enquiry or download

The first identifiable contact, and usually the last for several months.

  3. Step 3

    Invitation to tender

Months later. Frequently arrives by email to a general inbox.

  4. Step 4

    Submission

Weeks of work, no digital trace of the original click unless it was stored.

  5. Step 5

    Award

The conversion, at a contract value that dwarfs everything else in the account.

Diagnostic sequence

What's specific to TikTok Ads

The funnel logic above is the same wherever you advertise. These are the parts that change because it's TikTok Ads.

  1. 1

    Click identifier: ttclid

TikTok's click identifier, appended to the landing URL. Capture it on landing and persist it exactly as you would gclid or fbclid — it's the strongest matching signal available and the most commonly missing one, because TikTok is often added to a stack that was built around Google and Meta.

  2. 2

    Import mechanism: the Events API

Structurally similar to the other server-side conversion APIs: event name, timestamp, event ID, hashed user identifiers, event properties. TikTok's exact field names change more often than the other major platforms', so build against their current documentation rather than a blog post — including this one.

  3. 3

    Deduplication

Send the same event ID from the browser pixel and the server event. The mechanics mirror Meta's closely enough that a team who has done one can do the other, but verify TikTok's current requirements rather than assuming parity — the deduplication window in particular isn't a figure we'll guess at.

  4. 4

    Window and timing

Verify the current attribution and import windows in TikTok's documentation. They differ from Google's and Meta's, and quoting a number here that goes stale would be worse than sending you to the source.

  5. 5

    The TikTok gotcha

TikTok is usually the third platform added to a stack, and it typically inherits whatever assumptions were made for Google and Meta. The most common result is that ttclid is never captured at all, because the capture code was written naming gclid and fbclid and nobody revisited it.

Source-of-truth validation

How to prove the chain works

One real journey, followed all the way, then a reconciliation. Neither on its own is enough.

Source of truthyour CRM opportunity record at award
  • A live TikTok ad clicked, and the identifier confirmed present on the landing URL.
  • The same identifier confirmed on the awarded contract in your CRM after a full real journey through every step.
  • Award confirmed arriving at TikTok Ads, verified by TikTok's own event diagnostics, plus a reconciliation against your records.
  • Your crm opportunity record at award reconciled against TikTok Ads per record over a fully closed window.
  • The same reconciliation repeated 30 days later.

Straight talk

When this doesn't apply to you

Worth checking before you build anything, because two of these are common and both mean the work isn't worth doing.

  • If you win one or two contracts a year, no amount of tracking will make a bidding algorithm useful. Report the pipeline accurately and bid manually.
  • If TikTok is a small share of your spend, the effort is better spent making Google and Meta correct first — the same infrastructure then extends to TikTok as one additional tag rather than a separate project.
  • If your cycle from click to award regularly exceeds the import window, the final event can't drive bidding whatever you build. Optimize toward account-level engagement, deduplicated, with awards reported separately instead and use the later data for budget decisions rather than for bidding.
  • If almost none of your awarded contracts carry a click identifier today, that's the whole project. Fix capture first — the import is the easy half and no tooling rescues a record with nothing to reference.

What you get

The implementation, on TikTok Ads

Item 01

Capture ttclid on landing

ttclid is appended on ad clicks. Add it explicitly to your capture list — the single most common TikTok tracking fault is capture code that predates TikTok being in the account.

Item 02

Persist it to the awarded contract in your CRM

Store the identifier on the account, not the contact, and not in a cookie. A cookie will not survive eighteen months and neither will the browser it was set in.

Item 03

Send award from the record

Your CRM at award, with the contract value, deduplicated to one conversion per organization rather than per contact. Dispatched to TikTok Ads through the Events API.

Item 04

Deduplicate and reverse

Deduplication uses a shared event id between the pixel and the events api, the same principle as meta. Cancelled or rescoped contracts reverse against the original value.

Got questions?

The honestanswers.

No buzzwords, no upsell. If we don’t know, we say so.

01Can I reach government buyers with TikTok ads?

Only on personal devices, because TikTok is barred from federal and many state government devices. That makes it a weak channel for public-sector tenders and close to impossible to attribute.

02Should TikTok's Events API receive contract award conversions?

No. The award arrives months after any click, from people other than whoever clicked, and too rarely for TikTok's optimization to learn anything from it.

03Why isn't capability enquiry or download enough to optimize on?

Because downloads and awards are separated by a year and a committee, and the download rate says nothing about whether an organization will actually buy.

04How does the identifier survive to award?

It doesn't, as a cookie — the gap is too long. It has to be written onto the awarded contract in your CRM at the point of ad click, where it lives as a field rather than as browser storage.

05What does TikTok Ads need to accept the conversion?

A standard event name, an event timestamp, a shared event ID, hashed and normalized user identifiers, and ttclid where available. Confirm the current required fields in TikTok's documentation before building.

06How long does this take to build?

Two to four days for the implementation, plus a closed reconciliation window before we'd call it verified. Capture and persistence are the fiddly parts; the import itself is usually an afternoon.

07Can I do this myself?

Yes, and the reference pages on this site cover the mechanics. The part that's genuinely tedious rather than clever is keeping ttclid alive through multi-step forms and a sales cycle measured in quarters, which fails silently at every stage.
