How to track RFP submission to contract award for Google Ads
A procurement cycle runs six to eighteen months, involves a committee, and ends in a contract worth more than a year of most companies' other pipeline. Every default attribution window on every ad platform expires long before the award. On Google Ads the specifics that matter are the click identifier (gclid, gbraid and wbraid), the import mechanism (Google's offline conversion import), and conversion actions deduplicate on their own counting setting rather than an event ID, so the setting matters more here than the payload. The chain only works end to end if the identifier is captured on landing and stored on the awarded contract in your CRM — no cookie survives the gap between ad click and award.

Where this funnel usually breaks
The attribution window expiring first
Ninety days is the generous end of platform windows. An eighteen-month procurement cycle means the platform has forgotten the click entirely by the time the contract is signed.
Downloads optimized because awards are too rare
Understandable and wrong. A handful of awards a year cannot train a bidding algorithm, but reporting on downloads instead means reporting on a number with no relationship to revenue.
Committee members counted as separate leads
Four people from one organization researching the same tender is one opportunity and four conversions if nobody deduplicates by account.
Specific to Google Ads × RFP → award
Google Ads for RFP awards: import the qualified stage, not the award
Store gclid, gbraid or wbraid on the account record in your CRM when the capability enquiry arrives. Google's offline import only matches clicks within 90 days, so upload an invitation-to-tender or qualified-opportunity stage from the CRM as the bidding conversion, and report the contract award separately.
An award fourteen months after the click cannot be imported to Google at all. The usable conversion actions sit inside 90 days: the capability download, and a later qualified-opportunity stage set when your team confirms the organization has an active or planned procurement. Upload that stage from the CRM against the stored identifier, with a modest fixed value, and make it the primary action for bidding.
Do not give award values to a value-based bid strategy even where the timing would allow it. One contract can be worth more than a year of everything else in the account, and a single value that size teaches the strategy that whichever keyword happened to precede it is the most valuable in the account. Keep award value in the CRM and use it for budget decisions by campaign.
Committees create the counting problem. The researcher who clicked, the procurement officer who later emailed the invitation and the evaluator who downloaded the capability statement can each produce a conversion. Set lead-type actions to count one per click, and deduplicate by organization in the CRM before upload so the qualified stage goes to Google once per account.
Architecture
The exact event sequence
Five stages. Nothing breaks mechanically. The funnel simply outlives every attribution window, and the only fix is to store the identifier in your own system and send the conversion when it finally happens. The identifier has to survive all of them.
Step 1
Ad click
Often by a researcher on the committee rather than the decision maker.
Step 2
Capability enquiry or download
The first identifiable contact, and usually the last for several months.
Step 3
Invitation to tender
Months later. Frequently arrives by email to a general inbox.
Step 4
Submission
Weeks of work, no digital trace of the original click unless it was stored.
Step 5
Award
The conversion, at a contract value that dwarfs everything else in the account.
Diagnostic sequence
What's specific to Google Ads
The funnel logic above is the same wherever you advertise. These are the parts that change because it's Google Ads.
- 1
Click identifier: gclid, gbraid and wbraid
Three parameters, not one. gclid is the long-standing identifier; gbraid and wbraid arrive on iOS traffic where privacy constraints prevent the usual one. Capture code that names only gclid loses a growing share, silently, and the loss is invisible until you audit how many records carry an identifier.
- 2
Import mechanism: offline conversion import
Uploaded against the click identifier, either through the Google Ads API or as a file. The upload is the easy part; what limits it is how many of your records carry an identifier at all. Verify the current column format against Google's own template — it has changed before.
- 3
Deduplication
There's no shared event ID mechanism like Meta's. What matters instead is the counting setting on each conversion action — 'one' for lead-type conversions so a repeat submitter doesn't count three times, 'every' for ecommerce where a second purchase is a second sale. This is the single most common misconfiguration we find in Google Ads accounts.
- 4
Window and timing
Google's offline import window is 90 days from the click. Anything older can't be matched, and rows outside it fail as unmatched without much explanation. Measure your median click-to-outcome time against that before designing anything.
- 5
The Google Ads gotcha
A conversion action that stops receiving hits is flagged as inactive 30 days later — by which point a month of budget has already run against a missing signal. Check the last-received date on every action monthly; it takes two minutes and it's the cheapest monitoring available.
Source-of-truth validation
How to prove the chain works
One real journey, followed all the way, then a reconciliation. Neither on its own is enough.
- A live Google Ads ad clicked, and the identifier confirmed present on the landing URL.
- The same identifier confirmed on the awarded contract in your CRM after a full real journey through every step.
- Award confirmed arriving at Google Ads, verified by the match rate on the upload, not the success message.
- Your crm opportunity record at award reconciled against Google Ads per record over a fully closed window.
- The same reconciliation repeated 30 days later.
Straight talk
When this doesn't apply to you
Worth checking before you build anything, because two of these are common and both mean the work isn't worth doing.
- If you win one or two contracts a year, no amount of tracking will make a bidding algorithm useful. Report the pipeline accurately and bid manually.
- If you're running Performance Max exclusively and haven't separated your conversion actions, the import will work and the reporting won't tell you much. Worth sorting the account structure first.
- If your cycle from click to award regularly exceeds the import window, the final event can't drive bidding whatever you build. Optimize toward account-level engagement, deduplicated, with awards reported separately instead and use the later data for budget decisions rather than for bidding.
- If almost none of your awarded contracts carry a click identifier today, that's the whole project. Fix capture first — the import is the easy half and no tooling rescues a record with nothing to reference.
What working looks like
Award attributed to the click
Server-sideWeeks later if necessary, because the identifier lives on the awarded contract in your CRM rather than in a cookie.
Google Ads bidding fed the real outcome
8+ EMQVia offline conversion import, so it optimizes toward contract awards rather than toward capability downloads.
A reconciliation that closes
DedupedYour crm opportunity record at award matched per record against what Google Ads reports, over a fully closed window.
The implementation, on Google Ads
Capture gclid, gbraid and wbraid on landing
Auto-tagging appends the identifier. Confirm it's enabled in every account — it gets switched off for cleaner analytics URLs more often than you'd expect, and that single setting removes conversion attribution, Enhanced Conversions and offline import in one go.
Persist it to the awarded contract in your CRM
Store the identifier on the account, not the contact, and not in a cookie. A cookie will not survive eighteen months and neither will the browser it was set in.
Send award from the record
Your CRM at award, with the contract value, deduplicated to one conversion per organization rather than per contact. Dispatched to Google Ads through Google's offline conversion import.
Deduplicate and reverse
Conversion actions deduplicate on their own counting setting rather than an event id, so the setting matters more here than the payload. Cancelled or rescoped contracts reverse against the original value.

The honestanswers.
No buzzwords, no upsell. If we don’t know, we say so.
01Can I upload a contract award to Google Ads a year after the click?
No. Offline conversion import only matches clicks inside the 90-day window, and older rows fail as unmatched. Upload an earlier qualified stage instead and track awards in your CRM.
02Should Google Ads bid on capability downloads for government contracts?
Only with a qualification step behind them. Downloads are easy to generate and say little about procurement intent; a CRM-confirmed opportunity stage is the better bidding signal.
03Why isn't capability enquiry or download enough to optimize on?
Because downloads and awards are separated by a year and a committee, and the download rate says nothing about whether an organization will actually buy.
04How does the identifier survive to award?
It doesn't, as a cookie — the gap is too long. It has to be written onto the awarded contract in your CRM at the point of ad click, where it lives as a field rather than as browser storage.
05What does Google Ads need to accept the conversion?
A click identifier inside the 90-day window, a conversion action name that matches one configured in the account, a conversion timestamp for when the outcome happened, and a value. Read the match rate after uploading — a file can upload perfectly and match nothing.
06How long does this take to build?
Two to four days for the implementation, plus a closed reconciliation window before we'd call it verified. Capture and persistence are the fiddly parts; the import itself is usually an afternoon.
07Can I do this myself?
Yes, and the reference pages on this site cover the mechanics. The part that's genuinely tedious rather than clever is keeping gclid, gbraid and wbraid alive through multi-step forms and a sales cycle measured in quarters, which fails silently at every stage.
