How to track RFP submission to contract award for Snapchat Ads
A procurement cycle runs six to eighteen months, involves a committee, and ends in a contract worth more than a year of most companies' other pipeline. Every default attribution window on every ad platform expires long before the award. On Snapchat Ads the specifics that matter are the click identifier (the ScCid click identifier), the import mechanism (the Snapchat Conversions API), and Snapchat deduplicates on a client-supplied event identifier shared between the pixel and the Conversions API. The chain only works end to end if the identifier is captured on landing and stored on the awarded contract in your CRM — no cookie survives the gap between ad click and award.

Where this funnel usually breaks
The attribution window expiring first
Ninety days is the generous end of platform windows. An eighteen-month procurement cycle means the platform has forgotten the click entirely by the time the contract is signed.
Downloads optimized because awards are too rare
Understandable and wrong. A handful of awards a year cannot train a bidding algorithm, but reporting on downloads instead means reporting on a number with no relationship to revenue.
Committee members counted as separate leads
Four people from one organization researching the same tender is one opportunity and four conversions if nobody deduplicates by account.
Specific to Snapchat × RFP → award
Snapchat and RFP-to-award tracking: the honest answer is skip it
There is no workable Snapchat conversion for a contract award. The audience is young and mobile, committees are not reached there, and a click identifier from Snapchat's in-app browser will not last the months before an award. The minimal setup is none: no Conversions API build, and procurement pages kept free of the Snap Pixel.
Procurement decisions are made by evaluators and contracting officers who are, on the whole, outside Snapchat's core age profile, and the stages that matter happen on work desktops. A Snapchat campaign aimed at that audience buys reach among people with no role in the decision, and no measurement design changes that.
The tracking problems compound the planning one. The click identifier is captured inside an in-app browser that does not reliably keep storage, the capability enquiry comes later from a different device, and the award follows months after that. Even a server-side build that persisted the identifier perfectly would match close to nothing, at a volume of one or two awards a year that no optimization could use.
If the company runs Snapchat for something unrelated, such as recruiting graduate hires, keep the Snap Pixel off capability, registration and tender pages. A recruiting campaign's events should never pick up procurement visitors, and its reporting should never be read as evidence about the bid pipeline. Any budget for reaching evaluators belongs on search and LinkedIn, where the identifier can at least be stored on an account.
Architecture
The exact event sequence
Five stages. Nothing breaks mechanically. The funnel simply outlives every attribution window, and the only fix is to store the identifier in your own system and send the conversion when it finally happens. The identifier has to survive all of them.
Step 1
Ad click
Often by a researcher on the committee rather than the decision maker.
Step 2
Capability enquiry or download
The first identifiable contact, and usually the last for several months.
Step 3
Invitation to tender
Months later. Frequently arrives by email to a general inbox.
Step 4
Submission
Weeks of work, no digital trace of the original click unless it was stored.
Step 5
Award
The conversion, at a contract value that dwarfs everything else in the account.
Diagnostic sequence
What's specific to Snapchat Ads
The funnel logic above is the same wherever you advertise. These are the parts that change because it's Snapchat Ads.
- 1
Click identifier: the ScCid click identifier
Snapchat appends its click identifier to your landing page URL, and matches additionally on hashed email, phone and mobile advertising IDs. The environment is what makes this hard: traffic arrives inside Snapchat's in-app browser, whose storage behavior is inconsistent, so an identifier captured into a cookie rather than persisted server-side frequently is not there when the conversion happens.
- 2
Import mechanism: the Conversions API
Server events posted to Snapchat's Conversions API carrying the click identifier and hashed customer information. Verify the current endpoint and required field names against Snapchat's own documentation before building rather than trusting an older integration guide.
- 3
Deduplication
Same shape as Meta: the browser pixel and the server event must carry the same identifier for the same conversion. Given how much Snapchat traffic never runs the pixel successfully, some advertisers here send server-side only — which is a defensible choice on this audience and removes the deduplication problem entirely. Decide deliberately rather than running both and hoping.
- 4
Window and timing
Snapchat's attribution windows are configurable and its defaults differ from Meta's. Confirm what your account is set to before reconciling anything, and verify the accepted event-freshness limit for server events against current documentation.
- 5
The Snapchat gotcha
Snapchat skews young and almost entirely mobile. If your buyer is not in that profile, no measurement work makes the channel viable — and that is a media planning conversation rather than a tracking one, worth having before anyone builds.
Source-of-truth validation
How to prove the chain works
One real journey, followed all the way, then a reconciliation. Neither on its own is enough.
- A live Snapchat ad clicked, and the identifier confirmed present on the landing URL.
- The same identifier confirmed on the awarded contract in your CRM after a full real journey through every step.
- Award confirmed arriving at Snapchat Ads, verified by the events received and matched in Snapchat Ads Manager, reconciled against your own records.
- Your crm opportunity record at award reconciled against Snapchat Ads per record over a fully closed window.
- The same reconciliation repeated 30 days later.
Straight talk
When this doesn't apply to you
Worth checking before you build anything, because two of these are common and both mean the work isn't worth doing.
- If you win one or two contracts a year, no amount of tracking will make a bidding algorithm useful. Report the pipeline accurately and bid manually.
- If your customers are not in Snapchat's age profile, the channel is the wrong question. We would rather say that than build measurement for a campaign that cannot work.
- If your cycle from click to award regularly exceeds the import window, the final event can't drive bidding whatever you build. Optimize toward account-level engagement, deduplicated, with awards reported separately instead and use the later data for budget decisions rather than for bidding.
- If almost none of your awarded contracts carry a click identifier today, that's the whole project. Fix capture first — the import is the easy half and no tooling rescues a record with nothing to reference.
What working looks like
Award attributed to the click
Server-sideWeeks later if necessary, because the identifier lives on the awarded contract in your CRM rather than in a cookie.

The implementation, on Snapchat Ads
Capture the ScCid click identifier on landing
Read the click identifier from the landing URL and persist it server-side on first sight. On this traffic specifically, assuming the in-app browser will still hold it at conversion time is the mistake.
Persist it to the awarded contract in your CRM
Store the identifier on the account, not the contact, and not in a cookie. A cookie will not survive eighteen months and neither will the browser it was set in.
Send award from the record
Your CRM at award, with the contract value, deduplicated to one conversion per organization rather than per contact. Dispatched to Snapchat Ads through the Snapchat Conversions API.
Deduplicate and reverse
Snapchat deduplicates on a client-supplied event identifier shared between the pixel and the conversions api. Cancelled or rescoped contracts reverse against the original value.

The honestanswers.
No buzzwords, no upsell. If we don’t know, we say so.
01Should a government contractor advertise on Snapchat?
For winning tenders, no; evaluators sit outside Snapchat's audience and the cycle runs far beyond any attribution window. Recruiting younger staff is a separate question with its own measurement.
02Can Snapchat's Conversions API track a contract award?
Not usefully. The click identifier will not survive the cycle, and awards are far too rare for Snapchat's optimization to learn from.
03Why isn't capability enquiry or download enough to optimize on?
Because downloads and awards are separated by a year and a committee, and the download rate says nothing about whether an organization will actually buy.
04How does the identifier survive to award?
It doesn't, as a cookie — the gap is too long. It has to be written onto the awarded contract in your CRM at the point of ad click, where it lives as a field rather than as browser storage.
05What does Snapchat Ads need to accept the conversion?
An event name Snapchat recognizes, a shared event identifier if you are also running the pixel, a timestamp, hashed customer information, and the click identifier where you have it.
06How long does this take to build?
Two to four days for the implementation, plus a closed reconciliation window before we'd call it verified. Capture and persistence are the fiddly parts; the import itself is usually an afternoon.
07Can I do this myself?
Yes, and the reference pages on this site cover the mechanics. The part that's genuinely tedious rather than clever is keeping the ScCid click identifier alive through multi-step forms and a sales cycle measured in quarters, which fails silently at every stage.
