Amazon Ads · RFP → award · Conversion tracking
How to track RFP submission to contract award for Amazon Ads
A procurement cycle runs six to eighteen months, involves a committee, and ends in a contract worth more than a year of most companies' other pipeline. Every default attribution window on every ad platform expires long before the award. On Amazon Ads the specifics that matter are the click identifier (no click identifier for on-Amazon conversions), the import mechanism (the Amazon Ads conversion API, for off-Amazon destinations only), and Deduplication only arises for off-Amazon conversions where both a tag and a server event exist. The chain only works end to end if the identifier is captured on landing and stored on the awarded contract in your CRM — no cookie survives the gap between ad click and award.

Where this funnel usually breaks
The attribution window expiring first
Ninety days is the generous end of platform windows. An eighteen-month procurement cycle means the platform has forgotten the click entirely by the time the contract is signed.
Downloads optimized because awards are too rare
Understandable and wrong. A handful of awards a year cannot train a bidding algorithm, but reporting on downloads instead means reporting on a number with no relationship to revenue.
Committee members counted as separate leads
Four people from one organization researching the same tender is one opportunity and four conversions if nobody deduplicates by account.
Specific to Amazon Ads × RFP → award
Amazon Ads and contract awards: no join exists for this funnel
Sponsored ads on Amazon listings produce no click identifier and no route to an RFP. Only Amazon DSP pointed at your own capability page gives you an identifier to capture and store on the account record. Send the capability enquiry through the Amazon Ads conversion API, if at all, and report awards from your CRM.
Contracts awarded through a tender do not complete inside Amazon, so the on-Amazon side of Amazon Ads, with its aggregated attribution, has no bearing on this funnel. Institutions do make small purchases through Amazon's business buying, but those are catalog orders rather than tenders, and Amazon measures them, not you.
Amazon DSP is the only piece that could touch an RFP funnel: programmatic display or streaming video bought with Amazon's audience data and pointed at your own capability page. Used that way, capture the identifier on landing and store it on the account, and expect two problems. The award arrives far outside any window Amazon offers, and DSP audiences are built mainly on shopping behavior rather than on employer or role.
For most contractors this is not worth building. If DSP is already on the plan for another product line, keep capability pages out of its conversion events and leave procurement measurement to search, LinkedIn and the CRM. A display impression from DSP followed by a capability download a month later is not a chain anyone can reconstruct at award, so report DSP on capability-page visits it drove and stop there.
Architecture
The exact event sequence
Five stages. Nothing breaks mechanically. The funnel simply outlives every attribution window, and the only fix is to store the identifier in your own system and send the conversion when it finally happens. The identifier has to survive all of them.
Step 1
Ad click
Often by a researcher on the committee rather than the decision maker.
Step 2
Capability enquiry or download
The first identifiable contact, and usually the last for several months.
Step 3
Invitation to tender
Months later. Frequently arrives by email to a general inbox.
Step 4
Submission
Weeks of work, no digital trace of the original click unless it was stored.
Step 5
Award
The conversion, at a contract value that dwarfs everything else in the account.
Diagnostic sequence
What's specific to Amazon Ads
The funnel logic above is the same wherever you advertise. These are the parts that change because it's Amazon Ads.
- 1
Click identifier: no click identifier for on-Amazon conversions
This is the important thing and most guidance skips it: Amazon Ads spans two very different situations. Sponsored ad formats driving to an Amazon listing produce conversions Amazon measures itself, with no click identifier passed to you and no per-order join available. Amazon DSP driving to your own site is a different case, where a click identifier can reach your landing page and be captured like any other network's.
- 2
Import mechanism: conversion upload, where applicable
Where you are driving to your own site, conversions can be sent back. Where you are driving to an Amazon listing, the transaction happens inside Amazon's checkout and there is nothing to send — Amazon's own attribution reporting is the only view available and it is aggregated.
- 3
Deduplication
For on-Amazon purchases the question does not apply, because you are not measuring the conversion at all — Amazon is. For traffic to your own site the usual shared-identifier pattern applies.
- 4
Window and timing
Amazon's attribution windows differ by ad product and by whether the conversion happens on Amazon or on your site. Establish which product and which destination you are reporting on before comparing any figure.
- 5
The Amazon Ads gotcha
The structural limit is worth stating plainly to anyone selling you on this: for sales that complete inside Amazon, per-order click attribution does not exist and cannot be built. Amazon Attribution gives aggregated, delayed reporting. Anyone offering per-order joins on Amazon-completed sales is describing something that is not available.
Source-of-truth validation
How to prove the chain works
One real journey, followed all the way, then a reconciliation. Neither on its own is enough.
- A live Amazon Ads ad clicked, and the identifier confirmed present on the landing URL.
- The same identifier confirmed on the awarded contract in your CRM after a full real journey through every step.
- Award confirmed arriving at Amazon Ads, verified by Amazon's own attribution reporting for on-Amazon sales, and your normal reconciliation for off-Amazon conversions.
- Your crm opportunity record at award reconciled against Amazon Ads per record over a fully closed window.
- The same reconciliation repeated 30 days later.
Straight talk
When this doesn't apply to you
Worth checking before you build anything, because two of these are common and both mean the work isn't worth doing.
- If you win one or two contracts a year, no amount of tracking will make a bidding algorithm useful. Report the pipeline accurately and bid manually.
- If all your Amazon Ads spend drives to Amazon listings, there is no conversion tracking build here — only a reporting exercise inside Amazon's own tools, and it is worth knowing that before commissioning anything.
- If your cycle from click to award regularly exceeds the import window, the final event can't drive bidding whatever you build. Optimize toward account-level engagement, deduplicated, with awards reported separately instead and use the later data for budget decisions rather than for bidding.
- If almost none of your awarded contracts carry a click identifier today, that's the whole project. Fix capture first — the import is the easy half and no tooling rescues a record with nothing to reference.
What working looks like
Award attributed to the click
Server-sideWeeks later if necessary, because the identifier lives on the awarded contract in your CRM rather than in a cookie.
Amazon Ads bidding fed the real outcome
8+ EMQVia conversion upload, where applicable, so it optimizes toward contract awards rather than toward capability downloads.
A reconciliation that closes
DedupedYour crm opportunity record at award matched per record against what Amazon Ads reports, over a fully closed window.
The implementation, on Amazon Ads
Capture the Amazon click identifier, where one exists on landing
For off-Amazon destinations, capture and persist the click identifier as with any network. For on-Amazon destinations there is nothing to capture.
Persist it to the awarded contract in your CRM
Store the identifier on the account, not the contact, and not in a cookie. A cookie will not survive eighteen months and neither will the browser it was set in.
Send award from the record
Your CRM at award, with the contract value, deduplicated to one conversion per organization rather than per contact. Dispatched to Amazon Ads through the Amazon Ads conversion API, for off-Amazon destinations only.
Deduplicate and reverse
Deduplication only arises for off-amazon conversions where both a tag and a server event exist. Cancelled or rescoped contracts reverse against the original value.

The honestanswers.
No buzzwords, no upsell. If we don’t know, we say so.
01Can Amazon Ads reach procurement officers?
Only indirectly through Amazon DSP, whose audiences rest mainly on shopping behavior rather than job role. It is a weak fit for tender-driven sales.
02Do institutional purchases on Amazon count as an RFP conversion?
No. Catalog purchases on Amazon are measured inside Amazon and have nothing to do with a tender, its committee or its award.
03Why isn't capability enquiry or download enough to optimize on?
Because downloads and awards are separated by a year and a committee, and the download rate says nothing about whether an organization will actually buy.
04How does the identifier survive to award?
It doesn't, as a cookie — the gap is too long. It has to be written onto the awarded contract in your CRM at the point of ad click, where it lives as a field rather than as browser storage.
05What does Amazon Ads need to accept the conversion?
For off-Amazon conversions: an event, a timestamp, a value and the click identifier. For on-Amazon conversions: nothing, because the measurement is not yours to do.
06How long does this take to build?
Two to four days for the implementation, plus a closed reconciliation window before we'd call it verified. Capture and persistence are the fiddly parts; the import itself is usually an afternoon.
07Can I do this myself?
Yes, and the reference pages on this site cover the mechanics. The part that's genuinely tedious rather than clever is keeping the Amazon click identifier, where one exists alive through multi-step forms and a sales cycle measured in quarters, which fails silently at every stage.
